Podgorica school case: Mother alleged bullying, student expelled

Montenegro’s Ombudsman said institutions took measures within their authority in the case of a student from Podgorica whose mother claimed he was experiencing violence at school, but the actions did not lead to an adequate solution. The boy was eventually expelled from school until the end of the school year, which the Ombudsman said is not in the child’s best interest. The complaint alleged the student faced physical attacks and unfair disciplinary measures, while the school, police, social services and the Education Ministry said they had acted according to their responsibilities. Social services also reported that the mother refused psychological support for the child, leading to a report to prosecutors over suspected neglect. The Ombudsman recommended that social services and the school develop a support plan for the student and his family and continue activities to address peer violence and conflict resolution.
