Will MPs once again pass laws on internal affairs and ANB?

Montenegro’s parliament will debate the amendments to the laws on internal affairs and the National Security Agency (ANB) again after President Jakov Milatovic returned them for reconsideration. The laws were previously passed on 6 March with support from the ruling majority and minority parties, while the opposition criticised them. Milatovic objected to provisions related to secret surveillance and sensitive security issues. The European Commission also warned that the laws are not fully aligned with EU standards, especially regarding data protection and legal safeguards, and urged Montenegro to harmonise them with EU rules. EU Enlargement Commissioner Marta Kos reiterated strong EU support for Montenegro but stressed the need to strengthen the rule of law, judicial independence, and professional hiring practices in the police, along with reforms to meet European standards.
